Guidelines for the implementation of the expanded electronic zone

transfer system (E-ZTS-Phase 2) covering both Intrazone and Interzone

transfer of goods between PEZA-Registered enterprises (PREs)

Please be informed that PEZA agency have issued a PEZA Memorandum

order no. 2022-004 regarding the PEZA electronic zone transfer system

(EZTS-Phase 2).

The scope and coverage:

1)Transfer of Goods from the ELSE – includes ecozone Export Enterprise

and ecozone Logistics enterprise engage in warehousing/logistics as

additional registered activities (EEE-WD and EFE-WD).

- Import and/or Procurement and Supply

- Storage and Retrieval

2) Transfer of Goods from z PEZA registered EEE to another PEZA

registered EEE/ELSE/IT enterprises.

- Indirect export of EEE’s manufactured Goods

- Permanent Transfer of Non-Manufactured Goods by EEE/IT

- Temporary Transfer of Goods by an EEE/IT

Implementation Schedule:

- July 15,2022 until August 15, 2022 – PILOT RUN/OPTION

- August 16,2022 onwards – MANDATORY IMPLEMENTATION

The Bureau of Customs (BOC) has issued Custom Memorandum Order

No. 19-2022 Dated July 05, 2022. This Customs Memorandum Order

implements CAO No. 11 2019 on the admission, movement, and

withdrawal of goods in free zones in relation to BOC- Philippine

Economic Zone Authority (PEZA) Joint Memorandum order (JMO) No.

2-2015 dated July 2015 and 2018 Memorandum of Agreement (MOA)

between BOC and PEZA as circulated under Customs Memorandum

Circular No. 27-2018.

Section 1. Scope: This CMO shall cover the implementation of the

Electronic Zone Transfer System (e-ZTS) for the transfer of goods from

an Ecozone Export Enterprise (EEE) or an Ecozone Logistics Service

Enterprise (ELSE) to another EEE or ELSE located in a different PEZA Zone.

Adoption of AHTN 2022 Approved by NEDA Board

The Tariff Commission (TC) will implement the 2022 version of the

ASEAN Harmonized Tariff Nomenclature (AHTN 2022) on 01 July 2022

following the approval by the National Economic and Development

Authority Board of its adoption on 27 May 2022.

Starting 01 July 2022, all Advance Rulings on Tariff Classification

issued pursuant to Section 1100 of the Customs Modernization and

Tariff Act (Republic Act. No. 10863) under the 2017 version of the

AHTN (AHTN 2017) shall no longer be valid.

The AHTN 2022 Philippine tariff schedules will be carried on the

Philippine Tariff Finder on 01 July 2022.

For any HSCODE that were not updated on etrade System and e2m

system which was included on AHTN 2022, please let us know for us

to coordinate directly with BOC for the updating.

URGENT ADVISORY - Implementation of Net Weight Per Line Item

Declaration for All PEZA Shipment (Dated - June 16, 2022)

In consideration of the concerns raised by the Conference of Asia

Pacific Express Carriers (CAPEC) relative to the implementation of

Net Weight per line item in the Transshipment Single Administrative

Document (TSAD) declaration covering all Philippine Economic Zone

Authority (PEZA) shipments, and in the exigency of service, the use

of Total Gross Weight as Net Weight Value in the TSAD declaration

and the use of proration method based on gross weight to get the

net weight per line item are hereby allowed, provided, that the net

weight can be ascertained in the submitted import documents of

goods such as the packing list, to check on the accuracy of declared


However, the use of this method shall only be employed for purposes

of trade facilitation and pending the net weight inclusion and E2M-

PEZA integration in the CAPEC's system.
