In line with PEZA's continuing digitalization initiatives,

this is to formally inform all concerned of the issuance of

PEZA Memorandum Order No. 2026-003 dated 09 February 2026,

entitled:

"Guidelines for the Implementation of the PEZA The One Portal

System (PTOPS) Phase 2 – Permit Management System

(I-AEDS – Integrated Automated Export Documentation System)"


The said Memorandum Order provides the detailed guidelines on the

implementation of the PTOPS Export Documentation (ED) module,

including the mandatory use of the Matrix of Exportables (MOE)

as a prerequisite for the lodgment and approval of Export Declarations.


Expect that we will conduct an orientation regarding this new PEZA Policy.

We would like to inform you of the latest directives issued by the Bureau of

Customs (BOC) and the Office of the Commissioner (OCOM) regarding

manifest submission processes.


Please take note of the following important updates:


1. Suspension of Advance Manifest Submission (“Stored” Status)


In compliance with OCOM Memo No. 74-2025, the submission of advance

manifests in “Stored” status is temporarily suspended.


Effective immediately:


* House BL/HAWB manifests must not be lodged ahead of the

Master BL/MAWB.


*All personnel and stakeholders are advised to submit manifests only after

the Master Bill has been lodged to avoid system rejection or penalties.


This measure aims to optimize the E2M system and ensure smooth and

efficient manifest processing. Your strict compliance is requested.

2. Temporary Suspension of Penalties for Late e-CCM Submission


The Bureau of Customs has also announced that penalties under Customs

Administrative Order (CAO) No. 15-2020, Section 8.8, for the late

submission of Electronic Consolidated Cargo Manifests (e-CCMs)

are temporarily suspended.


This suspension is due to system limitations within the E2M Mobile (E2M)

System thathave caused unavoidable delays in manifest submission.

Under these circumstances, such delays shall not give rise to penalties,

in accordance with Section 4.10 of the same Order.
